CONTRACT SPECIALIST

1. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited. Determines appropriate method of procurement using a wide range of contracting methods and contract types. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyzes contracting issues and recommends best course of action. Performs acquisition planning along with the program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises latitude in dealing with problems arising during the pre-award phase of the procurement action. 2. Procures a wide variety of services, commodities, and/or construction. Applies all statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General Decisions, public law, case law, and precedents to all acquisitions. Contracts assigned may contain a variety of unique attributes such as special handling provisions or other specialized terms and conditions, unfavorable market conditions, and limited competition or sole source requirements. 3. Executes post-award contract performance management actions on assigned contracts. Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. 4. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well-defined. Provides advice, guidance, training and assistance to technical or program personnel, functional commanders and/or contractors on contractual language, legal responsibilities, and acquisition and business related issues. PERFORMS OTHER DUTIES AS ASSIGNED. To qualify for this position, you must meet the Basic Requirement, the Additional Requirement AND the Contracting Certification Requirement listed below. Basic Requirement:
A. Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note:

Employed in a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department or a military member who occupied a similar occupational specialty to the GS-1102 since September 30, 2000 for the Department of Defense. (You must include a copy of your SF-50(s), DD214 and/or other military documentation with your application package to support this response.) AND Additional Requirement for the GS-09 level:
A. One year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) and provided the knowledge, skills and abilities required to perform the duties of this position. Specialized experience may have been demonstrated by conducting pre-award and post-award functions with common contracting methods and contract types; provide advice and assistance to others relating to contracting work, prepare letters, memoranda, documents and/or reports that support contractual actions or recommendations; and assisting in resolving routine discrepancies/problems with assigned acquisition actions. OR B. Two full academic years (36 semester hours) of progressively higher level graduate education or a masters or equivalent graduate degree or LL.B. or J.D in one of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE:
An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. If the information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying one year of full-time study requirement; at this level two full years as described is needed. OR C. A combination of the type of graduate experience described in B and the type of experience described in A. To combine education and experience, the applicant's total qualifying experience and total qualifying education will be determined as percentages. The two percentages will be added together and must equal at least 100 percent to qualify. (Only graduate education in excess of 18 graduate semester hours may be used in combination with specialized experience.) NOTE:

. One year of specialized experience equivalent to the GS-09 level in Federal service, using a wide range of contracting procedures, types and methods for the pre-award and post-award phases of contracting; procuring a variety of supplies, services, equipment, construction, architect and engineering and automated data processing; preparing solicitation documents; developing or obtaining pricing and technical evaluation criteria; analyzing contract requirements and proposals; ensuring compliance with contracting laws and procedures; monitoring contractor performance to include termination; providing technical assistance to staff and management, etc. OR B. Completed three (3) full academic years (54 semester hours) of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE:
You MUST submit copies of college transcripts. OR C. A combination of the type of graduate experience described in B and the type of experience described in A. To combine education and experience, the applicant's total qualifying experience and total qualifying education will be determined as percentages. The two percentages will be added together and must equal at least 100 percent to qualify. Hold a current a Level I Contracting Certification (i.e., Defense Acquisition Workforce Improvement Act (DAWIA), Federal Acquisition Certification (FAC) or industry equivalent certification) which includes two years of contracting experience and completion of all contracting courses. Contracting Certification Requirement for GS-11 level:
Hold a current a Level II Contracting Certification (i.e., Defense Acquisition Workforce Improvement Act (DAWIA), Federal Acquisition Certification (FAC) or industry equivalent certification) which includes two years of contracting experience and completion of all contracting courses. OTHER REQUIREMENTS:
-Incumbents of this job are issued a Department of Defense Common Access Card (CAC), which issued only upon passing a federal background check (Tier 1) including a finger-print supported criminal record check. -Must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8. -Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. -The individual selected for this position must be willing to relocate to the area for which the position is based. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
