Applicants must meet all qualifications and eligibility requirements by the closing date 07/29/2019 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.). For the GS-12 level:
Applicants must have one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service or private sector equivalent. Specialized experience is defined as experience that demonstrates competence in agricultural loans, examples may include:
possessing comprehensive knowledge of agricultural production, financial management and credit principles and practices sufficient to analyze the solvency, credit risk and future repayment capacity of integrated agricultural operations and complex loans and loan applications; advanced knowledge of laws, rules and regulations concerning agricultural trade and business practices and of income tax laws, bankruptcy laws and other statutes; demonstrated skill in working with large loans, complex operations, such as corporations and trusts, as well as complicated servicing cases, including loan restructures, liquidations and bankruptcy MANDATORY SELECTIVE PLACEMENT FACTOR:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
