PUBLIC AFFAIRS SPECIALIST

(1) Develops news releases and feature articles describing Guard sponsored activities or events, presentation ceremonies, etc. Distributes these to local and national print and broadcast media representatives. (2) Responds orally and in writing to requests for information from Guard members, member associations, external audiences or special interest groups. Determines the sensitivity of data requested and if data is determined to be sensitive or controversial. Coordinates data release with a senior Public Affairs (PA) Specialist. (3) Evaluates local media programming on NG events, activities or communication campaigns to identify potential public relation issues with message content or format. Once identified, advises management on potential causes of the problem and forwards suggestions for resolving them. (4) Gathers data on public reaction to communication campaigns for analyses and evaluation. When the evaluation is completed, draws the appropriate conclusions and from these develops and submits recommendations to the PAO for improving the campaign's appeal to the general public or target audience. (5) Prepares and disseminates news releases and feature articles to the media for print. Selects and incorporates photographs, film footage, etc., into the release or article to visually enhance the message with viewers. (6) Consults with the pertinent program specialist to obtain the latest information for use in news releases, radio spots, print articles, meetings and electronic broadcasts. (7) Develops semi-technical written materials to educate a specific audience on the nature and purpose of the NG's programs, policies and practices. (8) Develops positive working relationships with state and local government personnel, community or special interest groups or individuals desiring input on state level NG policy, practices or programs. Selectee must become assigned to a compatible military position in ENL:
46R/Q/S in any unit within the Vermont Army National Guard. -If an Air Force applicant is selected:
Selected individual will be assigned to a compatible military position in AFSC 3N0XX within the Vermont Air National Guard. SPECIALIZED EXPERIENCE GS-07:
Must have a minimum of 12 months experience, education, or training that included knowledge of commonly used practices of a public affairs program and written and oral communication principles, methods, and techniques sufficient to conduct and coordinate public affairs activities that are well defined. SPECIALIZED EXPERIENCE GS-09:
Must have a minimum of 24 months experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. OTHER REQUIREMENTS:
-Must be a member of the Vermont Army National Guard or the Vermont Air National Guard in order to be eligible to apply. -Army applicants are required to be qualified 46R, 46Q, or 46S or must become MOSQ within 12 months of appointment into this position. -Air Force applicants are required to be qualified 3N0X2 or 3N0X5 or must become AFSC qualified within 12 months of appointment into this position. -Must be willing and able to work a flexible schedule. -Must have training, knowledge and skill in uploading video and photo to a variety of social media platforms to include Facebook, Twitter, Flickr, and Instagram. -Must be proficient in Adobe Creative Suite. -Ability to operate video/photography equipment in functioning studio is required. -Must possess communication and interpersonal skills to conduct interview on and off camera. -Ability to create and maintain positive relationships with internal and external audiences is required. -Must be able to learn and utliize AFPIMS. -Indefinite position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
