This position is located in the state office of the Natural Resources Conservation Services in Colchester, Vermont. This position serves as an assistant for clerical and administrative activities, and ensures that practices and procedures used in support of principle staff and members of the leadership team are consistent with those of the State Conservationist's office.
Salary Scale for GS-5 $31,628 to $41,122 annually
Salary Scale for GS-6 $35,256 to $45,828 annually US Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. A 1-year probationary period is required. Serves as primary receptionist receiving incoming calls on a multi-line telephone system, directing calls to appropriate staff members, taking accurate messages, and handling requests for information.
Responds to inquiries and administrative problems from staff members, national headquarters, state and local agencies, other federal agencies, and Congressional staff. Notifies appropriate state officials of the need for information or recommendations, and follows up to ensure timely response to inquiries.
Serves as primary purchase card holder - places orders, maintains purchase log, reconciles monthly statements, and assists others with purchasing issues. Keeps accurate inventory of office supplies and equipment. Enters procurement documents into office acquisition system.
Provides administrative support to office in developing multi-year business plans, travel arrangements, maintaining file systems, developing business correspondence and reports, scheduling, attending and taking minutes at meetings, and serving as backup timekeeper.

SPECIALIZED EXPERIENCE REQUIREMENT FOR GRADE 5
Have one or more years of specialized experience comparable to the GS-4 level that will qualify for the GS-5 grade level. Examples of specialized experience comparable to the GS-4 level include performing most of the following duties: organizing the flow of program, clerical and administrative processes in an office; providing telephone and receptionist services; maintaining attendance records; ordering office supplies, equipment repair, and printing services; reserving rooms for meetings; filing materials; maintaining or designing office filing systems; receiving and screening incoming correspondence; reviewing outgoing correspondence for format, grammar, and punctuation and removing typographical errors; typing correspondence; making travel arrangements; and training other staff on office policies and procedures.

Substitution of Education for Grade 5
Have successfully completed 4 years of education leading to a Bachelor's Degree. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Have a combination of specialized experience and education that when combined together meet 100% of the requirements.
SPECIALIZED EXPERIENCE REQUIREMENT FOR GRADE 6
Have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position is defined as one year of office work performing more complex administrative procedures working with office automation software, practices and procedures to design or develop detailed charts and graphs, proficiency in typing to accomplish word processing and office automation tasks.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
